Tickets go on sale to the general public today for the district’s biggest music festival next year. The first Selwyn Sounds was a roaring success and Lincoln Domain will again be the venue for the 2018 event on March 3. It will be headlined by Australian rock legend Jimmy Barnes. The general public will be able to purchase tickets from Ticketek today, while a limited number of early bird tickets were available yesterday. Barnes will be joined by The Feelers, Mental as Anything, Stellar, The Mockers, The Narcs, The Lady Killers and The Warratahs. Said concert promoter and Lincoln resident David Parlane (right): “We are looking forward to putting on a bloody good show.” It was estimated more than 7500 packed into Lincoln Domain for the inaugural concert in March.

By Georgia O’ConnorHarding MYSTERY surrounds hundreds of birds found dead in a Leeston cemetery. But authorities will not be investigating what caused the birds to die. Resident Myles White was out walking his dog when he found rings of dead european greenfinches around the trees at the Ellesmere Public Cemetery recently. “They were in the process of dying, squeaking and stuff. It was bloody gross,” he said. Environment Canterbury, the district council, the Department of Conservation, Forest and Bird and Green Party MP Eugenie Sage were contacted by Mr White. But because the birds are an unprotected species, the incident has been deemed a forgotten case. The district council referred the matter to DOC. A DOC spokeswoman said it was not appropriate for it to investigate because it did not involve public conservation land or protected species. •Turn to page 3

A POISONING or a simple case of diseased birds? That’s probably the only two scenarios for the hundreds of dead and dying birds found in a Leeston cemetery (see page 1). The authorities don’t seem to want to know about it, passing Selwyn Times inquiries onto each other. That’s probably because there’s no carcasses to take samples from to rule in or rule out the above theories. A real whodunnit, you might say. I suspect we will never know. But on a positive note, it will be a big game this Saturday for Darfield rugby prop Scott McIlroy, who is playing his 200th game (see page 24). He was a No 10 in his younger days but after starting work in a bakery he progressed to the front row. I rest my case. - Barry Clarke

An Environment Canterbury spokesman said its jurisdiction does not cover this type of incident unless contaminants reached waterways. Forest and Bird could not respond in time for publication. Mr White found the birds on Friday, May 27, at 5.18pm, in the cemetery where they Eugenie were roosting. Sage But when he came back the following Monday, the birds had mysteriously disappeared from the cemetery. “Everyone has been like, ‘oh, that’s horrible’ but nothing has been done,” Mr White said. He suspected the birds had died from poison to protect crops in the area. Ms Sage said there was a high chance the birds were poisoned with alphachloralose, which the Auckland SPCA has been calling to be banned from public sale since 2002.

“It is too readily available and potentially someone has poisoned all these birds without thinking about the impacts on them,” she said. European greenfinches were introduced into New Zealand from Britain between 1862 and 1868. They feed mostly on seeds, including crops and are regarded
as a pest in some districts. But Leeston farmer Alastair Barnett said it would be unusual for anyone to poison birds at this time of the year. “All the crops are generally established. The only time you poison birds is when crops are planting so it shouldn’t be happening this time of the year,” he said.

Third offence for drink driver By Andrew King A MAN caught driving at 164km/h while four times the legal limit in May has been caught drink driving before. Brett John Owen, 41, recorded 1025mcg/L after he was pulled over for speeding on May 20 near Motukarara at about 5pm. The legal limit is 250mcg/L. Yesterday, in the Christchurch District Court he pleaded guilty to driving with excess breath alcohol and driving at excessive speed. He was sentenced to six months loss of licence, fined $1800 plus court costs and sentenced to nine months supervision. His lawyer applied for him to have an alcohol interlock device fitted to his car after the six months suspension, which the judge granted. It will be fitted for 12 months. He had previously been convicted twice for drink-driving, most recently in September 2013, where he recorded 1214mcg/L. When asked what his excuse for driving so recklessly, Owen said: “I just put my foot down.” Senior Sergeant Pete Stills said it was one of the highest readings he could remember. “It is complete stupidity,” he said

Chance to eat like the mayor By Amelia Christensen-Rose MEALS EATEN by Sam Broughton and Amy Adams, as children, will be put to the test in a MasterChef-style competition. The competition is to help launch a cookbook created by the year 13 commerce class at Darfield High School.
Mayor Broughton’s mother made him and his two other brothers chicken enchiladas when they were kids. It’s a “really yummy” recipe that he remembers quite vividly. It was full with tomatoes, a food the mayor didn’t like, and it got him thinking about foods he likes and doesn’t like.

NEW FIRE SERVICE The district council along with other councils will no longer be responsible for issuing fire permits or responding to rural fires. Volunteer fire brigades will continue to respond to fires but they will now be part of the new national organisation Fire and Emergency New Zealand FENZ. One function that will continue to be carried out by the district council until July, 1, 2018, is investigating complaints about vegetation which creates a fire risk. With no kitchen at the moment, Mayor Broughton hasn’t cooked the enchiladas in a while but they will definitely be made once it’s built. For Selwyn MP Amy Adams a cookbook isn’t complete without something sweet so she supplied her favourite lemon slice recipe that she came across in a newspaper. Her favourite memories attached to the slice is making it with her two kids who she has shared the recipe with. Darfield High School students Stephanee Lomas, Caitlin Fraser, Christopher Moffat, Tane Nikora, Brett Langlands and Bilgun Norjinkhand chose to create the Secret Family Recipes cookbook as part of the Young Enterprise Scheme after finding out that traditional family recipes are being lost and forgotten over the years. “This can be linked to there not being a hard copy of the recipes your grandparents made, as they know them off by heart,” Stephanee said: “Another reason is because in modern day society we can easily look up a recipe online instead of dusting off grandmas old recipe book and looking for the rainy-day casserole you remember getting as a kid whenever you visited.” The book includes recipes from the students families, family friends and members of the community along with photos from the Selwyn and Canterbury area taken by Stephanee. “We have tried to capture the beauty of the Selwyn and Canterbury areas,” Stephanee said. The launch is in the Darfield High School food room tomorrow from 6.15 to 8.15pm.
CLASSIFICATION CHANGE A former gravel reserve has been developed into a nature park by the Prebbleton community. The district council planning to change the land classification for Prebbleton Nature Park based on 666 Springs Rd to a “local purpose (nature park).” There are more than 7000 plants made of from about 100 species. Any person objecting to the land classification change needs to write to the district council before 5pm, July 28.

I encourage you to attend this one, tell your family and friends, and diary the next seminar for July 20. That one will cover water quality, another topic our community and the zone committee cares about greatly. Also look out for the booklet we are preparing that will cover the Selwyn Te Waihora water management story and many of the points made in the seminar series. The zone committee is strongly focused on solutions to the water management challenges we face. However, we don’t have all the answers and forums like these seminars and the Coes Ford workshop some time ago will help us all get to where we want to go.

Bid to reinstate Darfield Xmas event By Amelia Christensen-Rose IT’S BEEN two years since the Country Christmas in the Park was held at Darfield. But now people are wanting to bring it back. After a change in personnel, it became too hard for the small number of those involved, to stage it. At last Monday’s meeting, the Malvern Community Board was asked if it could be involved in planning another event. Deputy chairman Kerry Pauling said the board was still in discussion about it
but they are “reasonably keen” to help out. “It’s a worthwhile family outing,” Mr Pauling said. However, Mr Pauling thinks a few things need to be changed. “It needs to be an event for all ages,” he said. Mr Pauling also said the event needs to be more about Christmas and less of a fair. Mayor Sam Broughton is on board with bringing back Country Christmas in the Park too. “It’s a great event and it would be really cool to have it back again.”

Police armed with more guns By Andrew King FRONTLINE POLICE in Canterbury now have more weaponry to deal with dangerous incidents. The number of rifles and handguns have increased in police vehicles to give officers more fire power. The initiative is being rolled out across New Zealand in response to the increasing number of armed incidents. It comes at a time when the Police Association – the police officers’ union – released a 30-page document last week supporting the general arming of police. The NZ Police don’t support the general arming. The report has been distributed to political parties to let them know of rank and file police views on arming. Police Association president Chris Cahill said last week the increase in criminals confronting officers with firearms means police should be armed all the time. “If there isn’t something done around the proliferation of firearms in the hands of criminals, then it is inevitable police will have to carry firearms on them (at all times) as well,” he said. The increase in the number of guns available to frontline police
was an indication full general arming like in Australia could be a reality in the future, he said. Last year, it was revealed firearms were being stolen to order in Canterbury and falling into the hands of hardened criminals. Handguns were being sold for $1000 on the black market. Police are now regularly finding firearms in vehicles they stop. But police national manager of response and operation, Superintendent Chris Scahill, last week said the current environment does not support officers being armed. “Who knows what the future will hold, but right now we don’t feel there is a need. Since August 2016 nine bars have been robbed at gunpoint, while dairies, petrol stations and bottle stores have been the targets of armed robberies also. The Police Association believes the time is right to have all officers carrying firearms, but police say it is not needed.

Mr Goodwin described the bar as likely to be middle-of-the-road dining, serving gastropub food with an emphasis on family and supporting the communities. While opening hours are yet to be established, Mr Goodwin said it will likely be between 8.30am and 9am to 11am and midnight. “We are not trying to replicate what others are doing, we want to do our own thing and we will bring our own uniqueness to Lincoln and then people will have a choice,” he said. The Goodwins first saw an opportunity of establishing a bar in Lincoln about seven years ago.

Safe crossing bid for Sheffield School By Georgia O’Connor-Harding RED TAPE appears to be holding up a safe crossing over a railway line near Sheffield Primary School. A request to enhance the safety of pupils, who cross the line on foot to get to the township’s swimming pool, was first made to KiwiRail in July 2015. In summer, the pupils are required to walk from the school, based on Curve Rd, across the railway line to the Sheffield Memorial Pool, situated on State Highway 73. KiwiRail responded to the school in August 2015 informing it they would meet with the district council to discuss concerns. But the district council says the project has had to be carried forward to the 2017/18 financial year. It was determined by KiwiRail that the district council was the local roading authority, and any request for a crossing would need to come from it. An application was yet to be received. But a district council spokes-

man said the project is complex due to it needing approval from the New Zealand Transport Agency and KiwiRail, and it was still planning to lodge an application. He said not only will the project require a pedestrian crossing, but a footpath to the school. Costs for the project have not been finalised. Principal Nick Pratt (left) said he would not have his pupils crossing the line if he was not 100 per cent confident it was safe. But he said in a perfect world the school would like to see a level crossing and work to get one installed by KiwiRail is a “revolving door.” “It is very hard to contact anybody to voice your concerns. You don’t know where your concerns are going,” he said. The system the school has in place to get its pupils across the line, involves two teachers, two teacher aides and Mr Pratt. Mr Pratt said swimming is taken very seriously at Sheffield. “The children drowning statistics in New Zealand are phenomenal and our country kids are some of the most at risk of drowning,” he said.

The district council gave the go-ahead for Fraser Engineering Ltd owner Donald Fraser to establish a 512m sq farm shed on his rural property at 156 Two Chain Rd on June 12. But neighbouring residents are looking to appeal the decision made by commissioner Mike Garland to the Environment Court after concerns over loss of rural amenity, noise, traffic affects and impact the shed will have on the environment. A limited notification was sent out in March and drew opposition from immediate neighbouring properties. Three people objected. But a decision was approved in spite of the affected area being zoned as “rural inner plains” in the district plan. “Rural inner plains” means it is anticipated residential density is one dwelling per four ha. It was identified in Mr Fraser’s

This visual material is sometimes captured on a GoPro camera, but more often it’s caught by simply being physically present in these very special places. It’s the way a bird may move through the air, a sudden glimpse of a fish breaching, or the excitement of hundreds of birds and kahawai chasing after small bait fish along the beach. All this strong imagery settles itself in Josh’s mind and has allowed him to produce this new body of limited edition woodcut prints on canvas. Josh’s latest exhibition named ‘Home, Sea & Between’ takes place at Little River Gallery from July 8th until August 2nd.

Birdlings Flat gets new centre By Caitlin Miles AFTER BIRDLINGS Flat residents lobbied for years for a community centre they now have one. The community centre was opened recently and was blessed by wairewa kaumatua James Robinson. The building’s name, Te Whare o te Mata Hapuku, was gifted by the wairewa runanga. Residents have wanted a centre since 2008 to provide a community facility in the area so people would have a meeting place and spot to use for various differ-
ent events and for some health services. In 2014, the city council provided $180,000 to help get a community centre built. The budget was also topped up by a Lotteries Grant of $200,000. The Little River Wairewa Community Trust took charge of the project, it managed the construction and assigned local builder Callum Schenkel to do the work. Trust chairman Robert Burch said the trust took on the project because they could see the longterm benefits the new centre would bring to the community.

SHINGLE ROADS in the Darfield area won’t be tar-sealed because of the cost. Mayor Sam Broughton told the Malvern Community Board that would be the case after it was raised at a board meeting last week. The matter was raised by board member Karen Meares after members of the public had raised their issues with her. Mrs Meares brought the road maintenance to the committee after people had gone to her to complain about how the roads were being managed in the icy weather. Mrs Meares also acknowledged people have been having issues with dust on gravel roads. “The roads are easier to manage if it hasn’t been sealed,” Mrs

Meares said. Mr Broughton said that if the road sealing was a community expectation it would mean an increase in rates. He said the priorities of the district council are not on sealing the gravel road but on resealing and widening roads. Mrs Meares said: “We have to be realistic” when it comes to funding. “There are lots more things that require funding.” The cost of sealing the gravel roads is between $100,000 and $200,000 per kilometre depending on the location of the road and the amount of work that needs to be done. The district council is in charge of 1116km of unsealed road. Sealing all of them is a cost Mr Broughton said the district council cannot afford.

At one with nature in small trip and had a tent in the back of the car going from Scotland through to Wales. Last month we had a 60-year anniversary celebration in Wellington since the trip. There were about 80 there for the weekend.
Having a passion for the outdoors, John Charles, 75, has lived in Arthur’s Pass for nearly 60 years. He spoke to Georgia O’ConnorHarding How did you end up in the township? I was a trainee ranger at the Arthur’s Pass National Park. That was when the national parks were run by the Government’s land and survey department before it went to the Department of Conservation. The land and survey department decided they should try a trainee ranger scheme. That was the first organisation to start a trainee programme. I was 17 and living at Coalgate at the time before moving. Where did your love of the outdoors start? In 1957. I was about 14 when I got selected to go to a scout jamboree in England. Scouts all over the world gathered and camped for a fortnight. It was 50 years since they started. There was 30,000 scouts around the world all gathered in Britain. We

Brilliant, there were 140 New Zealand scouts that went including scoutmasters. I went back to Darfield High School for a year which I didn’t take to very much. After an exciting six months it was pretty hard to go
back to school. We did various things on the way home like a concert. The ships in those days had swimming pools and deck games. What did you do over in Britain? We were there for about three weeks before the jamboree started camping at a place called Gilwell Park – it is the official

sort of British place where scouting started. Then we went to the jamboree in Birmingham before having a month to do whatever we wanted. Three of us from Canterbury knew this guy who used to be a scoutmaster in Christchurch but from England. He had gone back to Britain. He offered to take us round Britain in his car. We did this camping

I couldn’t decide what to do when I left school so I joined the Forest Service and did one season deer culling at the Harper/Avoca River above Lake Coleridge. The country was dry. But from the tops of Harper/Avoca you could see into Arthur’s Pass National Park and there was this huge green bush and I thought I would love to be over there. I applied for a job to work at the park. I was working on the tracks I had been there six months before they offered me a permanent role as a trainee ranger. I was a ranger until it went to the Department of Conservation in 1988. I got made redundant then. I put my hand up because I couldn’t see myself working under the new regime. It is much different to the old land and survey days. Prior to DOC it was run from Arthur’s Pass, but now this whole area is run from Rangiora.

Arthur’s Pass? It is pretty small. Since I have been here there have been fantastic changes. When I first came here it was a railway town. That is what put us there – the digging of the Otira tunnel. Prior to them putting a railway through here it was just known as Bealey Flats. We had a station master and because the line was electrified between Arthur’s Pass and Otira
the steam trains used to come up from Springfield to collect the wagons that the electric trains pulled up through the tunnel because they couldn’t put steam trains through the tunnel. Arthur’s Pass was a huge marshalling yard. There were probably 12 to 14 railway families here. The store used to be a proper country grocery store. Where do you go to get gro-
ceries? Most people go to Christchurch and shop in bulk and put it in deep freezers. We do have a truck that comes through with veges. The road is good and there is a courier twice a day. Are there any key projects you would like seen done in the township in the future? It is one of those funny places. If it had a glacier like Franz
Josef the place would be groaning with tourists which would be terrible. There is a fantastic amount of stuff here you can do but we haven’t got those amazing features that makes people stop. The most popular thing here is the Devils Punchbowl Waterfall which is only a short walk but the water falls about 122m. One of the other most popular trips is Avalanche Peak above the township. There is a constant stream in the summer of people going through. You have your own track too? Down on the other side of the railway there is a swimming hole there. Kids used to wander down and swim. About four years ago KiwiRail fenced all the railway yards so you are not allowed to walk across the railway. It blocked access off to the swimming hole. I just put a track under Rough Creek Bridge so people could get round to the river without crossing the railway line. It became known as JC’s track. Are you going to write a history book? I got quite excited about it because I have all these pictures. But you realise what a daunting task it is. I have trouble sitting down spending time inside if it is a fine day.

What did you do then? I did whatever came along. I did some work on the railway for about two years. I worked on the road, building gabion crates on State Highway 73, various building projects around the township and work around the Otira Viaduct. I also went to Antarctica. When I was a ranger I put in leave to go to Scott Base for the summer season. That was 1976, I got appointed as deputy officer in charge for the summer season. After I was made redundant I saw an advertisement in the paper they wanted someone to go down and work on the historic huts at Antarctica. We worked on Scott’s Hut at Cape Evans and Shackleton’s Hut at Cape Royds for about six weeks. I loved it. I think I went down there six years a row over the summer season. The best trip I had was when I was phoned and asked if I could shift some material up to Cape Bird. I went on the first flight they had in the winter which was about 1989. It was still dark but it was magic and there were fewer people there. It was the time when Greenpeace was camped up at Cape Evans. On some Sundays we would get on the Skidoos and go have lunch with them. What is the community like at

School play to raise funds By Georgia O’Connor-Harding A SCHOOL hall will be transformed into a fairytale wonderland to help fundraise for children in need. With a goal of raising $1000 for charity KidsCan, Lincoln High School will present a varied show featuring three short tales at its school hall. A Cinderella-inspired tale, a story about an “amazing cake shop”, and a surprise story will be performed by the students. Head of learning, arts and drama Sandra McLean said the show aims to engage pre-schoolers getting them to participate throughout the show. “Generally we do three little shows – one based on a book, one based on a fairytale and something popular to kids,” she said. Mrs McLean said the school is open to all pre-schoolers, new entrants as well as those “young at heart.” KidsCan aims to provide food, clothing and basic healthcare in schools to enable disadvantaged children to be more engaged in their education. The school produced another show early in the year, it raised more than $400.

Libby Twiss, 20, was awarded the Lincoln Rotary Club’s young totara award for her involvement with the Lincoln Community Care and the university’s Future Leader Scholarship programme. At university, Libby is studying agribusiness, food-marketing and professional accounting. In her first year she achieved an A average. When Libby finishes her degree she hopes to pursue a career allowing her to work in accounting and agribusiness industries and has been awarded an internship at financial consultant KPMG. News Increase in men’s sheds 10 years of youth work By Amelia Christensen-Rose MEN’S SHEDS are popping up everywhere and Lincoln and Darfield are no exceptions. A men’s shed brings men together in one community space to share their skills, have a laugh and work on practical skills both individually and as a group. Although called a men’s shed, many also welcome women members or have courses for women. Progress for the Lincoln Men’s Shed has been slow according to secretary Myles Rea, but it’s getting there. “We waited for a consent process for the lease of the land at the north end of the Event Centre. With there being no objections a lease has been signed with the Selwyn District Council,” Mr Rea said. With the help of funding from Pub Charity the Lincoln Men’s Shed has ordered a kit set shed from Wide Span Sheds. Meanwhile, in Darfield, two public meetings have been held to start planning their men’s shed. The first meeting brought 38 men and the second brought 68. Councillor Jeff Bland who chaired the meeting said it was very positive and it would be a “real shame” if they can’t find a place to put their shed. “The general feeling was that the

the youth workers were a valuable asset to the school. She said the school was delighted to be presented with a piece of artwork by youth worker and former student Josh Bashford.

Lincoln Domain is coming to life with animated dinosaurs, kittens and alien invaders during the July school holidays. The reserve is the second park in Selwyn to become a ‘Magical Park’ where children are guided by an app that allows them to herd kittens, see dinosaurs brought back to life, and witness an alien invasion. “The app involves children in a number of fun tasks at parks such as finding dinosaur eggs, which provides a great workout,” says Selwyn District Council Senior Events and Recreation Advisor Dave Tippett. “Rolleston Reserve became our first Magical Park in April and the app has been popular with local kids since then. We are excited to share the magic by launching the app at Lincoln Domain.” The ‘Magical Park’ app is designed for kids aged 6–11. It can be downloaded free from Google Play or the iTunes App Store. It is compatible with iPhone 5 and above, iPad 3 and above, or android devices with a compass, gyroscope, accelerometer and GPS. The average playing time for kids using the app is 30–60 minutes and in this time kids typically cover between 700 metres and 2 kilometres.

Prebbleton’s wastewater currently flows to Lincoln and from there both the Lincoln wastewater (which also services Springston) and Prebbleton wastewater are pumped to the Selwyn Road pumping station. The new network arrangement caters for expected growth in Prebbleton and also avoids double pumping of Prebbleton flows to two locations.

Lincoln Rail Trail link under way
The intersection of Hoskyns and Sandy Knolls Roads is being upgraded and a change of priority will occur in July so that traffic approaching from Sandy Knolls Road will need to stop. Traffic delays may occur and detours may operate while the upgrade occurs. Sewer line installation work is continuing on Shands and Selwyn Roads - traffic delays may occur due to this work.
A new off-road link to connect Lincoln to the Little River Rail Trail is now under construction. The new shared cycleway/pathway will link Lincoln to the existing Rail Trail at Ellesmere Road through a mainly off-road route.
Cattlestop cleaning is planned on Lyndon and Harper Roads. Traffic controls will operate at all sites. Road works are planned on Algidus, Bethels and Wabys Roads with traffic controls operating. Footpath construction will be occurring on Liffey Springs walkway.
The link will be developed in two stages. The first stage will run from Liffey Springs Park to the Lincoln Stormwater Wetland and is now under construction with a new pedestrian/cyclist bridge over the L2 River at Liffey Springs Park recently lifted into place. A new water crossing point will also be added at the wetlands.
Prebbleton sewer pipeline progress Good progress is being made on a new 10km sewer pipeline linking Prebbleton to the Selwyn Road pump station. The pipeline has been designed to carry wastewater flows from Prebbleton village once fully developed (based on current land use planning projections). The pipeline connects to the existing network at the intersection of Springs and Hamptons Roads. From there it travels alongside Hamptons and Shands Roads to Selwyn Road and to the Selwyn Road pumping station. From Selwyn Road wastewater is pumped to the Pines Wastewater Plant for treatment. The new pipeline is on track to be completed in early August. Both Prebbleton’s and Lincoln’s populations have been growing rapidly and in the future the existing pipe network won’t have enough capacity to service both areas. Lincoln and West Melton, which also connect to Pines Wastewater Treatment Plant, all have their own pipes linking directly to the Rolleston network.
Bridge replacement continues on Jarvis Road with the road closed. A turning bay is being created at the intersection of Dynes and Springston Rolleston Road, with traffic controls in place at this location.
Christchurch Southern Motorway extension – NZTA From Thursday 6 July, Weedons Road, between State Highway 1 and Levi Road, will be one-way for approximately six weeks while utility works are carried out. Detours will be in place. Traffic will be able to travel onto Weedons Road off State Highway 1 towards Levi Road.

Lincoln Domain
Lincoln Domain is coming to life with animated dinosaurs, kittens and alien invaders during the July school holidays. The reserve is the second park in Selwyn to become a ‘Magical Park’ where children are guided by an app that allows them to herd kittens, see dinosaurs brought back to life, and witness an alien invasion. “The app involves children in a number of fun tasks at parks such as finding dinosaur eggs, which provides a great workout,” says Selwyn District Council Senior Events and Recreation Advisor Dave Tippett. “Rolleston Reserve became our first Magical Park in April and the app has been popular with local kids since then. We are excited to share the magic by launching the app at Lincoln Domain.” The ‘Magical Park’ app is designed for kids aged 6–11. It can be downloaded free from Google Play or the iTunes App Store. It is compatible with iPhone 5 and above, iPad 3 and above, or android devices with a compass, gyroscope, accelerometer and GPS. The average playing time for kids using the app is 30–60 minutes and in this time kids typically cover between 700 metres and 2 kilometres.

Prebbleton’s wastewater currently flows to Lincoln and from there both the Lincoln wastewater (which also services Springston) and Prebbleton wastewater are pumped to the Selwyn Road pumping station. The new network arrangement caters for expected growth in Prebbleton and also avoids double pumping of Prebbleton flows to two locations.
On the roads this week
Lincoln Rail Trail link under way
The intersection of Hoskyns and Sandy Knolls Roads is being upgraded and a change of priority will occur in July so that traffic approaching from Sandy Knolls Road will need to stop. Traffic delays may occur and detours may operate while the upgrade occurs. Sewer line installation work is continuing on Shands and Selwyn Roads - traffic delays may occur due to this work.
A new off-road link to connect Lincoln to the Little River Rail Trail is now under construction. The new shared cycleway/pathway will link Lincoln to the existing Rail Trail at Ellesmere Road through a mainly off-road route.
Cattlestop cleaning is planned on Lyndon and Harper Roads. Traffic controls will operate at all sites. Road works are planned on Algidus, Bethels and Wabys Roads with traffic controls operating. Footpath construction will be occurring on Liffey Springs walkway.
The link will be developed in two stages. The first stage will run from Liffey Springs Park to the Lincoln Stormwater Wetland and is now under construction with a new pedestrian/cyclist bridge over the L2 River at Liffey Springs Park recently lifted into place. A new water crossing point will also be added at the wetlands.
Prebbleton sewer pipeline progress Good progress is being made on a new 10km sewer pipeline linking Prebbleton to the Selwyn Road pump station. The pipeline has been designed to carry wastewater flows from Prebbleton village once fully developed (based on current land use planning projections). The pipeline connects to the existing network at the intersection of Springs and Hamptons Roads. From there it travels alongside Hamptons and Shands Roads to Selwyn Road and to the Selwyn Road pumping station. From Selwyn Road wastewater is pumped to the Pines Wastewater Plant for treatment. The new pipeline is on track to be completed in early August. Both Prebbleton’s and Lincoln’s populations have been growing rapidly and in the future the existing pipe network won’t have enough capacity to service both areas. Lincoln and West Melton, which also connect to Pines Wastewater Treatment Plant, all have their own pipes linking directly to the Rolleston network.
Bridge replacement continues on Jarvis Road with the road closed. A turning bay is being created at the intersection of Dynes and Springston Rolleston Road, with traffic controls in place at this location.
Christchurch Southern Motorway extension – NZTA From Thursday 6 July, Weedons Road, between State Highway 1 and Levi Road, will be one-way for approximately six weeks while utility works are carried out. Detours will be in place. Traffic will be able to travel onto Weedons Road off State Highway 1 towards Levi Road.

McIlroy to play 200th club game By Gordon Findlater SATURDAY’S TOP of the table Ellesmere rugby clash will be a special occasion for Darfield prop Scott McIlroy. The 33-year-old will play his 200th game for the division 1 side. McIlroy has played for the club since he was in the under-7 midget grade right through to the division 1 side. He spent a large chunk of his age group days playing in the backs until making the move to prop in his late teens. “Originally, he was a first-five until he got a job at the bakery and then moved to prop,” said Darfield co-coach Alex Robertson. Said McIlroy: “I started working at the Darfield Bakery after school. I did my baker’s apprenticeship and that’s when the guys at the club started calling me ‘scones’.” His days at the bakery are over, though, and he now works as an agronomist for Hazlett Rural Ltd. With the team chasing a home semi-final, McIlroy could have picked a bigger game to bring up the milestone. “When I first started playing, we used to beat Southbridge quite regularly. Over the last few years, we’ve come quite close but not managed to beat them,” said McIlroy.

DARFIELD WILL put their unbeaten record on the line against Combined Country champion Southbridge on Saturday. They took their unbeaten record to six games at the weekend, accounting for Lincoln 20-13 and recording their first win at Lincoln in 12 years. Tries to Harry Pankhurst, Blair McIlroy and Mike Robinson helped Darfield on their way to the victory. “We lost to them recently in the third and fourth play-off game in the combined competition, so we had some intel, but it was always going to be a tough
game,” said Darfield co-coach Alex Robertson. They will now look to cement a home-semi-final with a win over Southbridge. “They have some really good ball runners and strong characters within their team,” said Robertson. “Having a home semi-final at the Duck Pond would certainly be a big advantage.” For Lincoln, the weekend’s result means they will now need to win Saturday’s match against rivals Waihora to keep their play-off hopes alive. Prebbleton gained the ascendancy in the race for one of the final top four spots with a dominant 56-17 win over West
Melton. They have a bye this weekend but can cement a playoff spot with a win over Southbridge in the final round. A spot in the play-offs could be sealed as early as Saturday if Lincoln fail to defeat Waihora. Rolleston Warriors hold first club day THE Rolleston Warriors are looking to build a strong future after a successful inaugural rugby league club day. Mayor Sam Broughton was on hand for a ribboncutting ceremony to unveil the new goalposts at Brookside Park. The addition of the goal posts was a major aim
ahead of the inaugural club day, as the Rolleston Warriors look to continue their growth in the community. The day featured five junior matches in the build-up to the big game of the day, which saw the Burnham Chevaliers – who have a strong association with the
Rolleston Warriors – go down to the Woolston Rams 32-16 in their division 1 match. The club day also featured a barbecue fundraiser, bouncy castles and children’s entertainment throughout the day, as well as a hydration station and sponsors’ stalls
Lincoln High qualify for national competition By Andrew King LINCOLN HIGH will have an opportunity to put some serious silverware in their cabinet this year after making the cut for a national secondary schools football tournament. Their Connetics first XI competition record of five wins from nine games and third position on the table was enough to qualify them for the 32-team tournament in Napier in September. Lincoln’s influential captain Mason Stearn will lead the side in his third national tournament in four years and manager Richard James said he is
pumped to do so. “He was ecstatic when he heard we were in the tournament on Monday morning. He is a really good player who leads by example on and off the field,” James said. Lincoln is joined by top of the table St Andrew’s, St Thomas and Cashmere High. Burnside High is also in the mix after they applied for a wildcard spot. “We have four tough league games coming up, an exchange with Ashburton and Nelson, so that will get us sharp,” James said. He said they will have to turn up with their “A
game” to take on the best in the country. Lincoln took home the title in last year’s competition and have been in the top four since the early rounds. They will take on St Bede’s at the Christchurch Football Centre at 7.30pm tomorrow. Mike Bowie is an ecologist who specialises in entomology (insects and other invertebrates). Each week he introduces a new species found in his backyard at Lincoln. His column aims to raise public awareness of biodiversity, the variety of living things around us MEGADROMUS antarcticus, commonly known as the Alexander beetle, is a distinctive iridescent green-black ground beetle between 25 and 30mm long. It is an endemic found between Cave in South Canterbury to Waikari in North Canterbury. The species is common in undisturbed areas such as gardens under rocks, pots and logs. The female lays eggs in a soil cavity where it incubates them for three to four weeks. Parental care continues after the larvae hatch and mature. Predators of the beetle species include
hedgehogs, harrier hawks and morepork. Alexander beetles are often found with one or more mites clinging to their body. These are often not parasitic, but simply hitching a ride. The Alexander beetle is a generalist predator that prey on soft-bodied invertebrates including pests such as the exotic grey field slug. So look after this useful beetle by placing wooden refugia in your garden and it will help you control the slugs.

Plant now for strawberries By Henri Ham EVEN THOUGH this winter has been pretty mild so far, it still seems odd to be thinking about such a summery fruit as strawberries just yet. But if you want to enjoy the fruits of your labour at Christmas now is the time to plant strawberries. I love the fact strawberries will grow just about anywhere. Google strawberry planters and you will find an array of creative places for growing this tasty fruit. Cut off drain pipes, wooden pyramids, garden beds, pots, the list goes on. I like to grow strawberries in a raised garden bed. But I’m also a fan of planting them in a paradise planter or hanging basket. As long as they can see the sun, and where you’re planting is well-drained and not prone to frost, you can expect healthy-growing plants that produce lots of
fruit. When you’ve found just the right spot or spots, prepare the soil by digging in a general fertiliser that’s rich in potassium – this will help stimulate plant growth and big, juicy fruit. If you’re planting in a pot or hanging basket, use a good potting mix and for an extra boost apply a liquid fertiliser to the mix. If you’re planting in a paradise planter you’ll need 32 seedlings to fill each hole. Before planting in the garden raise your bed by mounding the soil. This will encourage circulation, drainage and can add depth to shallow soil. Plant your seedlings around the edges of your garden or pots to encourage the strawberries to hang over the sides and prevent the fruit from touching the ground and rotting. Dig a hole 10cm deep and place the seedling inside. A deep hole is required
to give the roots plenty of room to spread out and grow but be careful not to bury the plant. Pack the soil firmly around each seedling and surround with peastraw or newspaper to help keep away weeds. Place netting or wire over you plants when they begin to produce fruit. This will block out birds and ensure you get to eat the strawberries yourself. In spring, add another dose of general fertiliser to your strawberries to encourage sturdier plants that are more disease resistant heading in to the warmer months.

Refreshed economic strategy ‘highlights importance of adding value’ Economic Development Minister Simon Bridges, Primary Industries Minister Nathan Guy and other Government Ministers were in Christchurch recently to co-launch the refresh of the Canterbury Regional Economic Development Strategy. The strategy aims to position the region so that economic growth can continue off the back of earthquake recovery and the rebuild to drive economic activity and employment. “Since the 2010 earthquake, Government investment in Canterbury has been significant,” Mr Bridges said. “By December 2016, the Government had spent $14.3 billion on Canterbury earthquake costs and in the six months post the November 2016 earthquake centred in Kaikoura, Government has contributed to date around $850 million towards the recovery and rebuild. “As rebuild activity levels off, the strategy sets challenging targets that will need sustained collaboration with the telecommunications, primary industries, education, tourism and business sectors. Canterbury is well placed to drive the region onto the next phase of
economic growth,” he said. Mr Guy said the primary industries were a cornerstone of the region’s economic development. “Canterbury has a highly productive and diverse primary sector – strong in beef, dairy and lamb exports, with the arable, forestry and horticulture sectors also very important,” Mr Guy said. “The refreshed strategy highlights the importance of adding value to what we produce. World Class New Zealand Award for local scientist Dr Phil Rolston of the Foundation for Arable Research (FAR) has been officially named a World Class New Zealander. Dr Rolston was one of six people from a range of industries, who were honoured at the 2017 World Class New Zealand Awards in Auckland last month. Judging panel chair Phil Veal said the awards showcased the very best of this country’s talent, and focused on how individuals contributed to New Zealand’s global reputation, building global connections for New Zealand, and promoting the exchange of information, knowledge and skills. Dr Rolston’s citation referenced his scientific influence on the farming sector worldwide, from New Zealand to China. He has invested 42 years with DSIR Grasslands/AgResearch in forages and forage seed research and is currently employed by FAR. In 1996 he received China’s highest award to foreigners, the Friendship Medal, 1996. In 2005 he received the NZ Institute of Agriculture Award and the Horticulture Technology Transfer Award. He was acknowledged as Researcher of the Year by the Foundation for Arable Research
in 2008. He also received the China International Science and Technology Cooperation Award, 2015. Trees and Power Lines
The responsibilities of tree owners and Orion under the Electricity (Hazards from Trees) Regulations 2003 Orion New Zealand owns and operates the electricity distribution network in central Canterbury between the Waimakariri and Rakaia rivers and from the Canterbury coast to Arthur’s Pass. Trees touching power lines account for 10-20% of all unplanned power outages on our network. If you see a tree touching a power line, or any other hazardous tree condition, please contact us immediately on 03 363 9898 or 0800 363 9898.

This advertisement provides a general notice of the Electricity (Hazards from Trees) Regulations 2003 and the dangers of trees near power lines. More detail on these issues can be found on our website www.oriongroup.co.nz or by phoning us on 03 363 9898.
We currently undertake periodic cutting or trimming of vegetation within the notice zone. The intent of this cutting or trimming is to support safety and reduce the risk of power outages. This periodic cutting or trimming by us does not remove the tree owner’s responsibilities and in the case of fast growing species may not be sufficient to ensure that trees remain outside of the growth limit zone. You will be notified prior to any periodic trimming being carried out and the work will be completed by arborists carrying Orion identification.
The Electricity (Hazards from Trees) Regulations 2003
The regulations set out the responsibilities of electricity line companies and tree owners. The purpose of the regulations is to protect the safety of the public and help to ensure a secure supply of electricity. The regulations: • define safe separation distances between trees and power lines • specifies who is responsible for ensuring clearances are maintained • places potential liability on the tree owner if any damage or accident occurs due to trees touching power lines. (Note that the word “trees” includes all types of vegetation, including shrubs, hedges and climbing vines.)
What are the dangers?
Trees near power lines need to be trimmed or removed for the following reasons: • children like to climb trees and when trees are close to power lines there is a risk of serious injury or death • in severe weather conditions, vegetation can become electrically “live” and may electrocute anyone or anything that touches it • while a tree may not touch a power line in fine weather, branches can bend or break in wind or snow storms, causing serious damage and possibly prolonged power outages • in dry conditions, electrical sparking caused by branches or windblown debris on lines may cause fires.
Orion’s tree management programme is largely governed by the Electricity (Hazards from Trees) Regulations 2003. Our programme involves education, monitoring and the cut/trim or removal of trees that threaten to come into contact with power lines. Through this programme we work with tree owners to minimise the risk of their trees touching power lines.
If Orion becomes aware of a tree which is within the ‘Notice zone’ (see Tree “A” in the diagram below) then we are required to issue the tree owner with a Hazard Warning notice. For trees within the ‘Growth limit zone’ (see Tree “B” in the diagram below) we are required to issue the tree owner with a Cut or Trim notice.
What is a hazard warning notice?
If a tree is within the “Notice zone” (see Tree “A” in the diagram), we are required to issue a hazard warning notice to the tree owner.

Minimum distances required between trees and power lines
The minimum distances that must be maintained between trees and power lines, defined in the regulations, are outlined in the diagram to the right. A common sense approach, by tree owners trimming trees early, will generally prevent trees touching power lines.

To maintain a safe distance from power lines some trees require cutting or trimming more frequently than other trees, but if it is determined that cutting or trimming cannot satisfactorily meet the requirement then removing the tree is recommended. Other situations may require trees to be felled because they are at a distance that is considered to be a hazard due to falling during storms or being diseased.

A hazard warning notice alerts the tree owner that the tree has encroached the notice zone and that if it encroaches the “Growth limit zone” (see Tree “B” in the diagram) a cut or trim notice may be immediately given to the tree owner (see above).
Trimming trees near power lines
Trimming trees near power lines can be extremely hazardous and the dangers should not be underestimated. Contact with a power line can cause: • • • • • •
injury or death to yourself, family or passers by injury or death to livestock damage to property and other trees damage to electrical appliances damage to power supply facilities damage to third parties.
We recognise that the public is not always experienced in tree trimming, so we are happy to advise you on this. We can arrange for trees near power lines to be trimmed at your cost. If, however, you prefer to arrange your own tree trimming, we recommend you hire professionals with the necessary expertise and safety procedures to competently carry out this work. If you or someone working for you intends to work within 4 metres of power lines, a close approach consent is required from Orion before you start. As a tree owner you may be liable for any damage caused by carrying out trimming or felling of trees.
The growth limit zone is the area around a power line which trees must not encroach even in windy or snow conditions. The notice zone is a distance one metre beyond the growth limit zone.
What is a cut or trim notice?
If we become aware that a tree has encroached on the “Growth limit zone”, we will give notice in writing to the tree owner that the tree must be cut or timed to maintain the distances prescribed in the regulations, and the timeframes for action. If no action is taken Orion may then trim the tree and seek to recover costs.
Who pays for the cut or trim?
Orion is responsible for the first cut of trees near power lines, where the first cut is on a property basis, not owner basis. We have already met this obligation by completing a first cut of vegetation on all our lines. The tree owner will need to organise and pay for any subsequent and future cuts or trims. We are happy to provide tree owners with a list of approved arborists who can carry out this work, and also advise the best solution given the circumstances.
What fines can be imposed?
A tree owner commits an offence where a cut or trim notice is given, and without reasonable excuse, the tree owner fails to have the tree cut or trimmed and/or fails to advise us of the time and location of the cut or trim. A person who commits such an offence is liable on summary conviction to a fine not exceeding $10,000. If the offence continues, that person is also liable for a further fine of not more than $500 for every day or part day during which the offence continues.

Choosing an investment property Purchasing an investment property is one way to spread financial risk. While many buyers look for capital gain, this may not be immediate. It will depend on the real estate market with return likely to take time. The return on investment from rental income is not high and once expenses and tax are deducted, may be similar to the interest earned from money invested long term with a bank. The new rules that limit bank lending also mean people can only borrow up to 40% of the value of the equity they have in their own family home, which may limit the budget. Sarah Yeates from Property Brokers in Rolleston suggests that most investors work on a return basis and that this is narrowing; with between 5-7% currently seen as a reasonably good return for a residential property. In calculating total expenses, include rates, insurance, property management fees, an estimate for repairs and maintenance, and potential loss of rent between rental periods. This will put you in a better position to identify a realistic rental return. “Many people consider maintenance and whether a property will be easy to look after as well as if it meets tenancy regulations, such as insulation,” adds Sarah who advocates factoring a figure for maintenance into the budget when purchasing a property. “An investor needs to decide what their return strategy is on a property and whether they want a return on investment from the rental itself or a mix of this and capital gain,” suggests Mike Goatley, from One Agency in Rolleston. Mike says that capital gain is easier in a rising value market whereas rental return on capital investment is more important in a stable market with buy and hold long-term, a better approach. Sarah recommends having a rental
appraisal completed on any prospective investment property to gain an understanding of the potential achievable rent. This will also identify costs that may need to be incurred upfront, such as installing smoke alarms to bring a property up to standard for renting. Sarah also believes the location of a property is relevant with people attracted to Rolleston for lifestyle reasons like having space for children to play. Many will rent before they buy so gaining an impression of likely tenants in an area and choosing properties that provide for their needs is a good idea. Mike enlists the services of a Property Manager to assess any potential investment property for a client. He lists the key things to look for in a rental property as: • permanent materials and low maintenance house and grounds without too many shrubs or greenery that need regular attention; • efficient heating and good insulation; and • positioning for sun and family living and preferably with 3-4 bedrooms.
